The Measurement Unit of the English Education System: What is the RQF?

When applying for education in the UK or entering the visa process, the RQF that you encounter is an official measure that standardises education levels. To put it simply, the RQF is a national scale indicating the academic "weight" and level of difficulty of a diploma or certificate.

RQF Levels: What Does Each Level Represent?

The RQF system starts at "Entry Level" and rises to "Level 8". The most critical levels for international students are as follows:

RQF Level

Academic Equivalent

For Whom?

Level 3

A-Level / Foundation

The necessary foundational step for transitioning to undergraduate university education.

Level 4 & 5

CertHE, DipHE / International Year One

Equivalent to the first two years of undergraduate education; includes fast-track programmes.

Level 6

Bachelor’s Degree

Represents standard university graduation.

Level 7

Master’s Degree

Represents the specialisation and postgraduate phase.

Level 8

PhD / Doctorate

The top-most rung of the academic hierarchy.

Why Is the RQF So Important?

Beyond merely being a level indicator, the RQF impacts your future in the UK in three main areas:

1. Visa Eligibility and CAS Document

The UK Visas and Immigration (UKVI) bases student visa issuance on the course's RQF level. For instance, a course at RQF Levels 3–5 (such as Foundation) versus a course at RQF Level 6 (Undergraduate) might have different weekly class hour requirements and work permit rights. Applying to a course at the wrong RQF level can lead to visa rejection.

2. Academic Progression

The English education system resembles a ladder. Typically, you are expected to have successfully completed a lower RQF level to progress to the next level. If you have previously completed Level 6 (Undergraduate), your new application must necessarily be at a "higher" level (such as Level 7) or demonstrate your academic progression to obtain a visa.

3. Credit Transfer and Universality

RQF levels provide a "common language" for communication between different educational institutions. This eliminates uncertainty when you transfer credits from one institution to another.
